      Adoption 

Adoption is one of the most emotional of all human experiences.  Inevitably, adoption involves separation and loss, bonding and new commitments.  The agency has the responsibility of serving the needs of the child, the birth parent(s) and the adoptive parent(s), all of whom deserve to be treated with sensitivity and fairness.   

There are very few adoption opportunities in Holmes County.  Especially limited are adoptions of infants which appear to be at low risk of having or developing special needs, regardless of their racial or ethnic background.   Older children, siblings groups and children with higher risk of special needs are somewhat more available.  One of the roles of the agency is to provide clients with up-to-date information from state national and international adoption services and to facilitate adoptions from these sources when possible.   

Children who have been permanently surrendered, orphaned or who have been placed in the permanent custody of the agency by the juvenile court comprise the range of children potentially available for adoption directly through the agency.  The agency’s adoption policy reflects the fact that the demand far exceeds the availability of children who are eligible to be adopted.  The decisions about adoptive placements rest exclusively with the Holmes County Department of Job and Family Services and the Holmes County Court of Common Please, Juvenile and Probate Division. 

Adoptions services are available to residents of Holmes County and to homes located within the boundaries of Holmes County, Ohio.  The Department coordinates adoption efforts with agencies and courts in any county, interstate or international system in an effort to promote adoption of children into permanent homes. 

Copies of the Adoption Policy are kept on file at the Holmes County Department of Job and Family Services and are available upon request.
